Delta among suitors for stake in Virgin Atlantic: sources

NEW YORK/SINGAPORE (Reuters) - Singapore Airlines said on Monday it was in talks with interested parties to sell its 49 percent stake in British carrier Virgin Atlantic, with sources revealing that Delta Air Lines Inc was among the potential suitors.

Delta, the second-largest U.S. airline by operating revenue after United Continental Holdings , wants to gain access to Virgin's landing rights at London's Heathrow airport, according to two people familiar with the matter.

Delta has been looking to acquire a Virgin stake for more than two years but previous talks broke down over price and other issues, and there is no guarantee that its recent discussions would result in a pact, the people said.

Singapore Airlines said in a brief statement it was in talks with interested parties but did not name them. It also cautioned that the discussions might not result in a deal.

The European Union requires that EU carriers be under European control, meaning Delta would need to involve an EU airline as a partner if it wanted majority control of Virgin.

Delta has been considering ways to partner with Air France-KLM , which could also take a stake in Virgin, one of the people said.

Virgin's British founder, Richard Branson, owns 51 percent of the airline. If Air France-KLM were to buy a small percentage of Branson's stake, then Virgin could continue to be European controlled.

Delta has made clear that it wants to expand at Heathrow, a lucrative hub for corporate passengers where landing slots are generally hard to acquire. Virgin is the second-largest carrier at Heathrow after IAG's British Airways.

Delta's SkyTeam global alliance, which includes Air France and 18 other airlines, trails its oneworld and Star Alliance counterparts in slot access at Heathrow.

"Delta now finds itself going up against the combination of American Airlines and British Airways," said George Hamlin, an aviation consultant in Fairfax, Virginia, referring to the two anchor members of the oneworld global alliance.

"British Airways brings along a feed from other destinations - both Europe and intercontinental - at Heathrow. Delta is basically a dead-end at this point."

VIRGIN SALE OPTION

Singapore Airlines (SIA) bought 49 percent of Virgin for 600 million pounds ($962 million) in 1999, but has been open to selling its stake in the loss-making carrier since at least mid-2011 when a price of $500-$600 million was being mooted in markets, a banking source familiar with the talks said at the time.

"When SIA bought Virgin, they expected to be given some approval to fly transatlantic routes out of London, but that was not given," said Andrew Orchard, a regional airlines analyst at CIMB Research.

At the same time, Singapore Airlines has been refocusing on its key markets where it is under pressure from budget airlines, launching its own budget carrier, Scoot, to ply Asian middle-distance routes and bolstering its Asian regional carrier, SilkAir.

Virgin, like other European carriers, has been battered by rising fuel prices and the euro zone crisis, and posted a loss of around 80 million pounds in its last full year.

"If Virgin is valued on an earnings basis, then it's hard to see SIA getting a good price. On the other hand, SIA is not desperate for cash and they probably won't sell it at a fire sale price," said CIMB's Orchard.

Branson, who set up Virgin Atlantic in 1984, has been weighing the airline's future for years and two years ago appointed Deutsche Bank to examine offers.

"We are always talking to many airlines on a number of different matters but we never comment on the details of these discussions," a Virgin Atlantic spokeswoman said on Sunday.

Delta declined to comment. Air France-KLM was not immediately available for comment outside regular business hours.

Heathrow, Europe's busiest airport, is operating at close to full capacity after Britain's coalition government blocked its expansion in 2010.

Virgin lost out in the battle to take over smaller UK carrier bmi last year to IAG, giving the owner of British Airways and Iberia more than 50 percent of the takeoff and landing slots at Heathrow.

However in November, Virgin won all of the Heathrow takeoff and landing slots that British Airways was forced to give up after the acquisition of bmi.

Virgin, which is hunting for a new chief executive after Steve Ridgway announced he would retire early next year, is not a member of a global airline alliance.

Aviation consultant Hamlin said a tie-up with Delta could give Virgin access to hundreds of markets on a one-stop connecting basis in the United States. For Delta, such a deal would help plug a weakness in its global network versus key competitors and make it a strong player at Heathrow.

"London obviously is the premier market and Heathrow is by and large the market leader. It's the lynchpin transatlantic market in terms of size and revenue, particularly premium traffic revenue," Hamlin said. ($1 = 0.6240 British pounds)

Now for a look inside the granny pod.

Granny pods are really not that revolutionary. I recall back in the 1980s, one of my many cousins had a self-contained annex built in his backyard for his elderly parents. It had a bedroom, a sitting room, bath and toilet, and a small kitchen. Electricity, water and phone line were linked to the main house. My cousin's live-in maid did all the cooking and family meals were served in the main house. His parents helped babysit the children when he and his wife were at work. It was the perfect solution to parent-care and childcare.

Of course, this situation worked as long as his parents remained active and independent. But when they got on in years, and required assistance with daily living, they had to move into the main house.

The major difference between a granny pod and my cousin's backyard annex for his elderly parents is that the former is portable, and apparently can be set up in four days!

Murder-suicide with 'sharp-edged weapon' happened during class

CASPER, Wyo. (AP) ? A man wielding a sharp-edged weapon killed one person in a Casper neighborhood Friday before killing a male teacher and himself in front of students in a community college classroom, causing a campus-wide lockdown as authorities tried to piece together what happened.

Police found the suspect and teacher dead at a science building on the Casper College campus, which was locked down for about two hours, school and police officials said. The other victim, a woman, was found in a street about two miles away.

Casper Police Chief Chris Walsh said the murder-suicide took place in a classroom with students present, but he didn't know how many students or what the class topic was.

He said investigators were still trying to determine a motive.

Walsh said an "edged weapon" was used it at least one of the killings, but he didn't offer specifics and it was unclear if the same or a similar weapon was used in all of the deaths.

The attacker wasn't believed to be a Casper College student and it appeared he knew the victims, Walsh said. No names were released.

"We're locating next of kin and working on notification absolutely as fast as we can," Walsh said.

He added authorities didn't believe there was any further threat to the community.

"I want to emphasize that this is a horrible tragedy," Walsh said. "And I want the city to ... just feel safe right now. There is no one at large."

The attack at the two-year community college in Casper, about 250 miles northwest of Denver, occurred just before 9 a.m. in a classroom on the science building's third floor. All students and staff were evacuated from the building.

The college sent out a campus-wide alert via text message and email within two minutes of receiving word of the attack at 9:06 a.m., school spokesman Rich Fujita said. The lockdown ended at about 11 a.m. after school officials received word that police were no longer searching for a suspect, Fujita said.

There are fewer classes on Fridays than any other day of the week at Casper College, so only between 1,500 and 2,000 of the college's 5,000 students were there, he added.

One of them, freshman Pearson Morgan, was in a math class on the first floor of the science building when his instructor relayed the news in a state of shock.

"My teacher was just so sick, he said, 'You can just leave,'" Morgan said.

Morgan walked outside his classroom to find a female student crying. He then turned to see two or three officers with assault rifles bounding up the stairs. Then, all the classrooms emptied and a crush of students carried him outside, but nobody panicked, Morgan said.

"There was a large group of students behind me," he said. "There was a lot of confusion."

Political science instructor Chris Henrichsen said he was showing the film "Frost/Nixon" to his Wyoming and U.S. government class when he stepped into the hall to get something for a student and was told a homicide had occurred on campus.

He went back to his classroom, where students were getting messages about the campus lockdown on their phones.

"We locked the door and waited for further instruction," Henrichsen said.

The students were later sent home, but some who parked near a different campus building where the attack occurred had to leave their cars there, Henrichsen said.

About two miles away, Dave Larsen said he was headed to the gym when he drove past a body in a gutter with two people standing over it, one talking on a cellphone.

Larsen lives about a block from the location of the body, a well-kept neighborhood of mostly single-story houses.

Emergency vehicles had the street blocked off Friday afternoon.

Police provided some details in a news conference streamed live by the Casper Star-Tribune (http://trib.com/).

Walsh said 33 law enforcement officers from different agencies responded to the college after receiving reports of the attack. He said authorities first thought it might have been an "active-shooter-type situation."

"We quickly contained the building and started a sweep through the building," he said.

Walsh said that within minutes of the initial call, there was another report of a traumatic injury about two miles southwest of campus. That victim was found in the street, the Star-Tribune reported.

Classes were canceled for the rest of the day at the school, one of seven community colleges in Wyoming.

A meeting was held in the afternoon for the 150 teachers and students who remained. College president Walt Nolte addressed them, calling it the worst day of his more than 40 years in higher education. He encouraged the community to come together, Fujita said

"It is particularly painful because of our size," Fujita said of the small, tight-knit campus.

Counselors were speaking to students and planned to be available through the weekend. About 450 students live on campus.

Classes were to resume on Monday.

"We agreed it doesn't do any good to just set the students loose. It makes the most sense to have them come back to campus, where they can get help if they need help and come to terms with what happened," Fujita said.

The college plans a candlelight vigil and memorial service on Tuesday.

Walsh said police train for such incidents but had no warning of Friday's violence.

Wyoming Gov. Matt Mead, who went to the campus Friday evening, said it was too early to assess security precautions at the college.

"There's no sense in doing that now until we understand fully what has taken place," he said.

The governor added that the focus now "should be on the victims' family, the community college family, the president, the trustees and the students, and making sure we're attending to any of their needs."

Wyoming's three congressional delegates issued a joint statement lauding responders and expressing condolences to those affected.

"Any loss of life is tragic, especially when it hits so close to home for so many of us," Sen. Mike Enzi said. "What took place today is a reminder to always look out for one another in our communities and neighborhoods."

Casper College opened in 1945 as the state's first junior college and moved to its current site 10 years later. The campus consists of 28 buildings on more than 200 acres. The college provides more than 140 academic-transfer, technical and career programs.

Wyoming has only one four-year university, the University of Wyoming in Laramie, which serves more than 13,000 students.

Casper is Wyoming's second-largest city with a population of about 56,000. Wyoming residents refer to it as the "Oil City" because it's a hub for the state's oil industry.

Over one billion people, or approximately 15 per cent of the world?s population, live with some form of disability.

Persons with disabilities, ?the world?s largest minority?, often face barriers to participation in all aspects of society. Barriers can take a variety of forms, including those relating to the physical environment or to information and communications technology (ICT), or those resulting from legislation or policy, or from societal attitudes or discrimination. The result is that persons with disabilities do not have equal access to society or services, including education, employment, health care, transportation, political participation or justice.

Evidence and experience shows that when barriers to their inclusion are removed and persons with disabilities are empowered to participate fully in societal life, their entire community benefits. Barriers faced by persons with disabilities are, therefore, a detriment to society as a whole, and accessibility is necessary to achieve progress and development for all.

The Convention on the Rights of Persons with Disabilities (CRPD) recognizes that the existence of barriers constitutes a central component of disability. Under the Convention, disability is an evolving concept that ?results from the interaction between persons with impairments and attitudinal and environmental barriers that hinder their full and effective participation in society on an equal basis with others.?

Accessibility and inclusion of persons with disabilities are fundamental rights recognized by the CRPD and are not only objectives, but also pre-requisites for the enjoyment of other rights. The CRPD (Article 9, accessibility) seeks to enable persons with disabilities to live independently and participate fully in all aspects of life and development. It calls upon States Parties to take appropriate measures to ensure that persons with disabilities have access to all aspects of society, on an equal basis with others, as well as to identify and eliminate obstacles and barriers to accessibility.

In spite of this, in many parts of the world today, lack of awareness and understanding of accessibility as a cross-cutting development issue remains an obstacle to the achievement of progress and development through the Millennium Development Goals, as well as other internationally agreed outcomes for all.

The commemoration of International Day of Persons with Disabilities in 2012 provides an opportunity to address this exclusion by focusing on promoting accessibility and removing all types of barriers in society.
