MEXICO CITY ? Mexico's Defense Department says a group of Mexican soldiers involuntarily crossed into the U.S. after being unable to turn around on an international bridge.

The department says that the soldiers were on patrol along the border Monday when they crossed the new Donna-Rio Bravo International Bridge over the Rio Grande. It says the only return along the bridge is on U.S. soil.

In a statement issued Wednesday, the department said the situation was clarified with U.S. immigration authorities and the troops returned to Mexico.

Mexico has maintained a strong military presence in the border state of Tamaulipas, across the border from South Texas, since early last year, when the Gulf and Zetas drug cartels broke their alliance, unleashing a bloody turf war.

NEW YORK ? The debt gridlock in Washington pulled stocks lower Tuesday. Industrial companies fell sharply after 3M and U.S. Steel reported weakness in TV sales and demand for steel.

Republican and Democratic lawmakers have offered competing proposals to avoid a catastrophic default on the government's debt. If an agreement is not reached by Aug. 2, the U.S. won't have enough cash to pay all its bills.

That could have a devastating effect on financial markets. The U.S. would likely lose its triple-A credit rating, causing interest rates to soar. Stocks could plunge.

Paul Zemsky, chief investment officer of multi-asset strategies at ING Investment Management, said a default could also cause Americans to lose confidence in the economy, causing them to put off major purchases such as buying cars and homes.

"Anything that shakes confidence right now is just bad for the economy," Zemsky said. "And this is just a big confidence-shaker."

The Dow Jones industrial average fell 56 points, or 0.5 percent, to 12,535. The Dow is headed for its third day of losses. The Standard & Poor's 500 index fell 2, or 0.2 percent, to 1,335.

The Nasdaq composite edged up 3, or 0.1 percent, to 2,846. Technology companies rose after Broadcom Corp. raised its revenue forecast for the third quarter on improving demand for its chips. Broadcom rose 10 percent, and rivals Advanced Micro Devices Inc. and Texas Instruments Inc. each edged up about 1 percent.

Strong earnings from Apple Inc., Microsoft Corp. and other major technology companies have made those stocks the market's best performers since the market hit a low in mid-June. The Nasdaq is up 8 percent since June 15, while the Dow is up 5.4 percent and the S&P 500 is up 5.6 percent.

More than half of the Dow's decline came from 3M Co. The stock fell 5.3 percent, the most of the 30 companies that make up the Dow average. The industrial giant, which makes Scotch tape, medical equipment and many other products, said the disaster in Japan and sinking demand for LCD televisions hurt its results. The company makes a kind of film that is used in producing the flat-screen TVs. Since it makes so many kinds of products, investors often see 3M's results as an indicator of how the whole U.S. manufacturing industry is doing.

Netflix Inc. fell 6 percent. The DVD rental and video streaming company's sales missed analysts' expectations late Monday. The company also said recent price changes could discourage some potential customers from subscribing.

Minnesota governor makes offer to end shutdown (Reuters)

MINNEAPOLIS (Reuters) ? Minnesota's Democratic Governor Mark Dayton on Thursday offered, with conditions, to accept a late June Republican budget offer to end what has become the longest state shutdown in recent U.S. history.

Dayton said in a letter to Republican House Speaker Kurt Zellers and Senate Majority Leader Amy Koch that he would accept the offer if they take policy issues and state job cuts off the table and agree to a $500 million bonding bill.

The offer would close a $1.4 billion gap between Dayton's proposed budget and the Republicans, half by delaying school aid payments and half by issuing state bonds against future settlement revenue, he said during a public appearance at the University of Minnesota.

"We must concentrate our efforts on reaching the budget agreements that will return Minnesota to work, not on continuing disagreements over issues on which we do not agree," Dayton said in his letter to Republican legislative leaders.

Dayton, Zellers and Koch were scheduled to meet on Thursday afternoon about the offer. The three political leaders have not met in negotiations for a week.

Republican leaders have asked for a temporary spending plan to end the shutdown and finish the budget negotiations.

Dayton has said several times he would not accept a partial budget agreement and in his letter Thursday he said he would call a special session after his commissioners signed off on the bills needed for a comprehensive deal. He said the session could be ready within three days.

Minnesota's political leaders failed to reach a budget deal by the start of the new fiscal year on July 1, leading to a broad shutdown that reached day 14 on Thursday.

The issues raised are similar to those being debated in Washington over the debt ceiling and in other states. Many states have divided executive and legislative branches, but Minnesota is the only one to have a government shutdown.

Dayton had proposed a budget of about $35.7 billion, with various combinations of tax or fee increases to close the gap with Republican proposals that oppose any tax increases.

POLICY ISSUE PROBLEMS

The governor said Thursday in his appearance that policy issues such as restrictions on stem cell research, abortions and collective bargaining were ones that the two parties were not likely to agree on in three months or even three years.

Dayton also said he did not agree with the proposals to delay school aid payments and issue tobacco bonds, but would agree to the compromise.

Dayton over the past three days has taken his budget proposals to communities around the state and now to the University of Minnesota.

Economists expect the drag on Minnesota's economy to increase as the shutdown continues, including raising the state unemployment rate by about 1 full percentage point.

More than 22,000 state workers have been furloughed and 100 state road construction projects suspended. On the revenue front, the state lottery has been suspended as has gaming oversight, forcing the closing of two horse racing tracks.

Some licensing renewals also have been suspended.

MillerCoors, the second largest brewer in the United States, has been ordered by the state to halt sales of the 39 brands it sells in Minnesota because its brand license expired in mid June and it cannot be renewed until the shutdown ends.

The company is discussing that situation with the state.

Permit renewals also have been suspended, leading to more than 300 bars, restaurants and liquor stores with expired buyers cards to face dwindling inventories. Those numbers will increase if the buyers cards cannot be renewed.

Liquor retailers have asked a state judge to force the state to make those permit renewals possible.

The release of "Harry Potter and the Deathly Hallows, Part 2" may end a chapter for leading man Daniel Radcliffe, but that only means the rest of the entertainment world has opened up for him.

Up next, Radcliffe has the horror flick "The Woman in Black," which he recently finished filming in the U.K. The story is markedly different from "Harry Potter," with Radcliffe playing a grieving father investigating mysterious occurrences in a sleepy British town. The actor told MTV News that he is attracted to these sorts of dark tales because he finds something much more interesting about them.

"I don't want to make a boring love story about two people who meet and then are happy. That's boring, and that doesn't exist," Radcliffe explained. "I also do like playing slightly disenfranchised characters like Arthur is in 'The Woman in Black.' He's someone who's grieving and whose grief has put him to the edge of madness and also has sort of made him ostracize himself from society. I guess I like the dark stuff. I find it more interesting."

So don't expect a romantic comedy to be on Radcliffe's list of projects to conquer. With his schedule packed for the next few months while he's on Broadway performing in "How to Succeed in Business Without Really Trying," Radcliffe doesn't have any other announced future-film commitments. But we expect once "The Woman in Black" hits theaters in January that Radcliffe will explore a variety of other genres.

Husch Blackwell's Denver Office Absorbs 24 Lawyers From Jacobs ...

DENVER ? Law firm Husch Blackwell on Wednesday announced its Denver office has grown to 41 lawyers with the addition of 24 lawyers from Denver firm Jacobs Chase, which is left with no lawyers.

The Missouri-based Husch Blackwell opened its Denver office in October 2008 in the Wells Fargo Center. ?We?re in Denver to stay and we intend to further grow,? said David Fenley, Husch Blackwell?s Kansas City-based co-chairman.

Jacobs Chase was founded in 1995 by attorneys who left Holme Roberts & Owen and grew prominent real estate, business litigation and banking and finance practices. The Jacobs Chase attorneys have a ?first-in-class reputation,? Fenley said.

The mass exodus came about through the relationships between Husch Blackwell?s Mary Stuart and David Steefel and Jacobs Chase?s Paul Jacobs and Jeff Chase, who all worked together many years ago at HRO, Fenley said. The deal has been in the works since May. Most Jacobs Chase attorneys have joined Husch Blackwell, though a few went to other firms or retired, he said.

The move is not a merger or acquisition. Though Jacobs Chase no longer has any lawyers, it will continue to exist in some form for the time being, as it recently signed a 10-year lease at its office at 1050 17th Street, Fenley said. The newly joined Husch Blackwell lawyers will stay in that office in a short-term sublease until a space for the combined law firms can be found, probably within the next year.

The website for Jacobs Chase is no longer working and its telephone number is answered by Husch Blackwell.

Dirt Dawg's Rambling Diatribe: The Long Run (Book Review)

During my summer break from school, I love to try and catch up on books that I have been wanting to read and have been piling up next to my nightstand. On my recent trip to crew/pace at the Western States 100, I had the opportunity to read The Long Run by Matt Long and Charles Butler. You may remember hearing in 2005, about a firefighter who had been hit by a bus riding his bike to work in New York City. That was Matt Long. What you may not know was that Matt was not only an Ironman finisher but had also recently qualified for the Boston Marathon right before the accident. No doubt his physical conditioning prior to the accident was one of the contributing factors as to why he was able to endure the injuries and subsequent rehabilitation. It is likely that a non athlete would not have survived the trauma.

The book holds nothing back in terms of explaining the long and painful process that Matt endured on his way back. As much as the physical journey was described in great detail, the mental journey, I believe was key in really getting a handle on who Matt was and how he used his prior athletic pursuits to drive himself forward. The Long Run is a reminder that there is an athlete inside all of us and to never stop moving forward.

Possible diplomatic opening in Libyan crisis (AFP)

PARIS (AFP) ? French and Libyan officials on Tuesday talked up the chances of negotiating Moamer Kadhafi's withdrawal from power and an end to the conflict wracking his country, after months of military stalemate.

Kadhafi's own prime minister told a French daily that the embattled regime was ready to begin talks with Paris and Libyan rebels "without preconditions" and without the interference of its authoritarian "Guide".

France -- which has spearheaded the Western diplomatic and military response to the crisis -- was more cautious, but confirmed it is in indirect talks with Tripoli to bring the fighting to an end and smooth Kadhafi's departure.

"The Guide will not take part in these discussions. Everything must be open," Libyan Prime Minister Baghdadi al-Mahmudi told France's Le Figaro newspaper, in an interview conducted in Tripoli and published on Tuesday.

"We are ready to negotiate unconditionally," he said, although he called on NATO to halt air strikes. "We simply want a stop to the bombardments so that one can talk in a serene atmosphere. We cannot talk as bombs rain down."

Mahmud Shammam, spokesman for the rebel National Transitional Council (NTC), told AFP that the revolutionaries would only respond to "serious initiatives" that include the departure from power of Kadhafi and his sons.

He said Beshir Saleh, a Kadhafi ally, had approached France to propose the strongman step down but remain in Libya under international supervision, but that Kadhafi's most influential son, Seif Al-Islam, had vetoed the idea.

France has previously insisted military action will continue until Kadhafi quits power but, with the costly campaign now four months old and with little sign of a battlefield breakthrough, Paris appears ready to talk.

"There have indeed been contacts, but it has not turned into a real negotiation," Foreign Minister Alain Juppe told France Info radio. "The Libyan regime is sending messengers everywhere: to Turkey, New York, Paris.

"We are meeting envoys who say to us: look, 'Kadhafi is ready to go, let's talk about it'," he added.

"The conditions for a ceasefire are not yet met," Juppe said, declaring that Kadhafi must admit UN monitors, return his troops to barracks and declare that he "is withdrawing from political and military power."

Libya has been run by Kadhafi since he lead a 1969 revolution, but has been in ferment since the wave of democratic revolutions sweeping the Middle East and North Africa spread to its cities in February.

Regime forces brutally suppressed street protests in the west of the country, but much of the east fell under the sway of an armed revolutionary movement, now known as the National Transitional Council.

When it appeared that loyalist forces might be preparing to crush the rebel capital Benghazi, western forces led by Britain and France intervened, enforcing a no-fly zone and carrying out airstrikes on government targets.

The military situation has now stabilised, with much of the country in rebel hands, but Kadhafi's forces still in control of Tripoli and most western towns -- despite an active rebel pocket in highlands south of the capital.

Several world powers, including Russia, Turkey and now France have tried to negotiate an end to the fighting, but Kadhafi's camp has remained publicly defiant, despite reports of behind the scenes manoeuvres.

On Monday, US President Barack Obama told his Russian counterpart Dmitry Medvedev that Washington will support the Kremlin's bid to resolve the conflict if Kadhafi agrees to step aside, the White House said.

France, meanwhile, has been building support among Libya's partners in the African Union for its attempt to negotiate Kadhafi's departure.

Juppe visited AU headquarters in Addis Abeba on Sunday, and French officials say that -- despite their traditional opposition to outside pressure on African leaders -- leading members were now ready to accept Kadhafi's fall.

"Today there's a consensus on the way to get beyond the crisis, and the way out of the crisis is through Kadhafi leaving power," Juppe said.

"Today, the Ethiopian prime minister, whom I saw two days ago, and the Mauritanian president -- who between them lead the AU panel on Libya, are exactly on that line," he said.

On Monday, Seif Al-Islam told an Algerian daily that his father's government is "holding real negotiations with France and not with the rebels."

Meanwhile, on the ground, Libyan rebels in the Jebel Nafusa highlands south of Tripoli are preparing to advance on the capital, eyeing the regime-held town of Asabah after capturing a string of hamlets.

"This will be the most important battle of the Nafusa Mountains," rebel commander Wael Brachen told AFP at the front. "This is the last town before Garyan and... it is full of armed Kadhafi supporters."

Sudan, South Sudan plan new currencies after split (Reuters)

KHARTOUM/JUBA (Reuters) ? Sudan's president on Tuesday said the country would launch a new currency, a day after newly independent South Sudan confirmed it would do the same, as both states worked to disentangle their economies after the split.

South Sudan declared independence from the rest of the country on Saturday at the climax of a 2005 peace deal that ended decades of civil war with the Khartoum government.

Analysts said it was crucial the two countries coordinated their currency launches closely, to avoid future disputes between the two former foes.

But South Sudan's Central Bank Governor Elijah Malok told Reuters he had not been informed about Bashir's plan - and the key issue was how the south would now redeem up to 2 billion old Sudanese pounds still circulating in its economy.

Sudan President Omar Hassan al-Bashir on Tuesday told the Khartoum parliament he would bring in a raft of austerity measures to compensate for the loss of southern oil.

The south took about 75 percent of the country's 500,000 barrel-a-day oil reserves with it when it left. Oil is vital to both economies.

"The package of the economic measures includes issuing a new currency in the coming days," Bashir said, without giving further details.

On Monday, South Sudan's finance minister said it would start circulating its previously announced new South Sudan pound next week - much earlier than expected - pegging it at a one-to-one value with the existing Sudan pound.

South Sudan's central bank governor Malok had said it would take up to three months to replace the Sudan pound with the new southern currency.

Malok did not give a date when the south might remove the peg with the existing north Sudan pound and take more control over its economic destiny.

After Bashir's announcement, Malok told Reuters he had no information on the Khartoum decision. "It will not change our plans. The matter is what to do with our old currency," he said.

ECONOMIC PATH

Sudan and South Sudan's economies are likely to remain closely tied together in the coming years - the south has most of the oil, but currently depends on the north's pipelines and port to get it to market.

But their economic paths will likely diverge. Without its southern oil reserves, Khartoum says it will have to diversify its economy into agriculture, gold and other industries. It is still under crippling U.S. trade sanctions and saddled with a near $40 billion national debt.

Economic analyst Abda al-Mahdi told Reuters the introduction of a northern currency could have a disruptive impact on the south. "It can have an impact but there is still time. A currency will not be introduced overnight ... It will be gradually exchanged. The threat can be reduced greatly."

Mahdi said Bashir's announcement looked like a defensive move, reacting to the south's own currency plans.

"The north is launching its own currency to safeguard its interests after the south said it would start its currency. The question is what happens to the (Sudan) pounds after the south withdraws the notes circulating there. The worst thing would be if the south throws them back into the market in the north."

The Sudan pound has been falling on the black market in Khartoum for weeks as economists say foreign currency inflows needed for imports will decline alongside falling oil revenues.

Khartoum and Juba still have to agree on a range of issues such as handling oil revenues, assets and debt as well as ending violence in parts of their poorly defined border.

The Khartoum government fought southern rebels for all but a few years from the 1950s up to the 2005 accord in civil wars fueled by ethnicity, perceived repression of the south, religion and oil.

The conflicts killed an estimated 2 million people and forced 4 million to flee, destabilizing much of the surrounding region.

Khartoum agreed to drop its dinar currency under the 2005 deal and revert to the Sudanese pound, the currency under British colonial rule. Many in the north resented the switch.
