In Minnesota, Obama to tackle issues facing vets (AP)

WASHINGTON ? President Barack Obama is tackling veterans' issues, including unemployment, during a speech at the American Legion national convention in Minneapolis.

The White House says the president on Tuesday will discuss administration efforts to assist all veterans, and pay special tribute to the "9/11 Generation" of troops and their families who have served in a decade of wars in Iraq or Afghanistan.

The Obama administration long has said veterans face unique challenges finding work upon their return home. Among those who joined the military after the Sept. 11 attacks, the unemployment rate was 13.3 percent as of June.

Obama has proposed tax credits and training programs to help thousands of service members find jobs.

The American Legion says its annual convention is the nation's largest gathering of veterans and their families.

Mass grave is blamed on germs, not Nazis

A mass grave, uncovered during construction at a German university, held the remains of about 60 people, with little evidence of their identities and how they ended up there. Now, almost four years after the discovery, a genetic analysis of bones from the site has revealed clues to a possible killer.???

The bodies had been uncovered in January 2008 on the grounds of the University of Kassel, and suspicions first turned to the Nazis, who had forced thousands of slave laborers during World War II to work at an area factory producing locomotives and tanks, The Associated Press reported.

Since the discovery, however, analyses of the bones suggest an infectious fever, rather than the Nazis, were responsible for the deaths, and that the bodies belonged to soldiers who fought long before World War II.

Nazi murders
The Nazi connection seemed to make sense at first, as in the final days of the war, the Nazi SS shot and buried victims in other parts of Kassel, though there were no reports of mass murders on that site, the AP quoted city archivist Frank-Roland Klaube as saying in 2008.

The bodies themselves did not carry some of the ordinary clues used to identify remains; no rings, watches, coins, uniforms and other similarly revealing items.

Later ? much to the city's relief ? the investigation pointed to a much older identity for the bodies, according to Philipp von Grumbkow, a doctoral student at Gottingen University who headed up the project to analyze the bones for signs of infectious bacteria.

A carbon-14 analysis ? which relies on the decay of a radioactive form of carbon to date organic artifacts ? put the bones at roughly 200 years old. A military hospital had been located nearby during the 19th century, prompting investigators to believe that the bones belonged to soldiers from the Napoleonic Wars, which ended in 1815. In addition, the bodies appeared to be male, most of them between ages 16 and 30, according to von Grumbkow.

Tiny killers
Historical records indicated soldiers fleeing the Battle of Leipzig, where a coalition of forces defeated Napoleon Bonaparte, carried a typhoid fever epidemic to all of the towns they encountered in the winter of 1813-14. However, it's not clear specifically what happened in Kassel ? then part of Napoleon's empire ? because the city's archive burned to the ground during World War II, according to von Grumbkow. ?

Historically, "typhoid fever" actually encompassed a number of bacterial infections that produced a high fever and red spots on the skin.

Recently, with access to the bones of about 18 men, von Grumbkow and his colleagues set out to check them for the presence of four different bacteria known to produce similar infections.

These included the microbes known to be responsible for typhoid fever, a life-threatening disease caused by food- or water-borne bacteria, as well as the similar but less common paratyphoid fever. They also tested for the pathogen responsible for epidemic typhus, spread by body lice and also potentially fatal if untreated by antibiotics. The final suspect was a bacterium known to cause trench fever, an infection first identified among troops in World War I. It is also spread by body lice.

The researchers examined the bones, which von Grumbkow said were in a state of "chaos," and organized them by individual as best they could. To make sure they didn't double-sample any one individual, they took bits of bone from only the right thigh or upper arm bones.

To identify any bacteria present in the samples, von Grumbkow and colleagues looked for five specific sequences of DNA, the genetic code found in all life. Each of four of the sequences was specific to a species of suspect bacteria, and the fifth sequence acted as a control to ensure that their analysis was working correctly. ??

Trench fever
Of the 18 samples, they found three contained DNA from Bartonella quintana, the pathogen responsible for trench fever.

Decades after being identified among German and Allied troops in World War I, trench fever, which causes attacks of fever along with headache, shin pain and dizziness, is now re-emerging among the homeless populations in cities in the U.S. and Europe. While disabling, trench fever has not been blamed for any deaths in modern times.

But such an infection might have been different for these men, according to von Grumbkow. ?

These men, most likely soldiers in Napoleon's army, may have traveled through half of Europe and back again, fighting many battles. They were likely under extreme physical stress; they had poor hygiene, which welcomed lice; and they were contending with the cold of winter and a scarcity of food.

"Under such conditions B. quintana could easily spread and the slightest fever could kill," von Grumbkow wrote in an email to LiveScience.?

Because bacterial DNA is present in the samples only in small amounts compared to human DNA, it's likely other people were infected as well. And it is also possible that something else killed the men, von Grumbkow said.

The researchers are seeking funding to continue looking for other pathogens.

The research appears in the September issue of the American Journal of Physical Anthropology.

Serbia's Tadic says can accept EU police for Kosovo (Reuters)

LANY, Czech Republic (Reuters) ? Serbian President Boris Tadic said on Monday he would accept an EU police mission for Kosovo, but drew the line on recognizing the independence of its former province.

Tadic said he told German Chancellor Angela Merkel last week that Belgrade would accept the presence of EULEX, the EU justice and police mission, in Kosovo rather than insist the United Nations administer the region until the resolution of its status.

"In our talks in Belgrade, Angela Merkel's view was that Serbia should secure functioning of the EULEX in all Kosovo and that Belgrade should return to talks with Pristina," he told reporters after meeting Czech President Vaclav Klaus at a chateau west of Prague.

"Both demands are totally acceptable for Serbia. We want dialogue as we have initiated it and we have insisted on it, and we did our best to bring EULEX to Kosovo and help it perform its mission in a way that would be neutral in relation with its (Kosovo's) status."

Serbia hopes to win EU candidacy soon after it arrested two remaining war crimes fugitives, Ratko Mladic and Goran Hadzic, and handed them over to the United Nations Yugoslavia tribunal for their roles in the 1992-5 Bosnian and 1991-95 Croatian wars.

But Merkel told Tadic at a meeting in Belgrade last week that Serbia should accept the presence of EULEX throughout Kosovo and abolish its parallel administrative structures for northern Kosovo.

Tadic said Serbia would not withdraw its representatives from northern Kosovo.

Kosovo declared independence from Serbia in 2008, nine years after NATO bombing ended a Serbian military crackdown on separatist ethnic Albanians. But 60,000 Serbs in northern Kosovo rejected it and see Belgrade as their capital.

Unrest in Kosovo last month which killed one Kosovo policeman has hampered progress on any settlement for the region as well as Serbia's EU aspirations.

Militants from Afghanistan kill dozens in Pakistan

(AP) ? Teams of Taliban fighters crossed the Afghan border Saturday and attacked security checkpoints in a previously peaceful region of northwestern Pakistan, killing more than two dozen soldiers and police, Pakistani officials said.

Pakistan has blamed Afghan and NATO forces for not doing enough to stop such cross-border attacks, which could get worse as the U.S. withdraws troops from Afghanistan. The area where Pakistan said Saturday's attack originated has largely been abandoned by the U.S. in recent years.

Afghan officials denied the militants came from their side of the border. The Afghan government has long said the center of the Taliban insurgency is in Pakistan and has joined the U.S. in criticizing Islamabad for failing to stem the flow of militants into Afghanistan.

At least 200 militants crossed into Chitral district Saturday morning and attacked seven checkpoints run by the paramilitary Frontier Corps, two of which were overrun, the Pakistani military said.

The scenic mountainous region has rarely experienced militant violence and is a popular destination for foreigners and locals seeking reprieve from the searing summer sun.

There were conflicting reports about the numbers of Pakistani security forces and militants killed in the attack.

The Pakistani military said 25 paramilitary soldiers and police and 20 militants were killed in the fighting. But local police official Nizam Khan said 38 soldiers and police died along with nine militants.

Fighting was still ongoing Saturday afternoon, as Pakistan sent in reinforcements to drive the militants back across the border, the military said.

The militants chanted "God is great!" and "Long live jihad!" as they fought, said Capt. Abdul Ghani, a member of the paramilitary forces.

The military blamed the attack on Pakistani Taliban fighters and their Afghan allies who have taken sanctuary in the Afghan districts of Nuristan and Kunar across the border from Chitral to escape Pakistani army offensives. The U.S. largely pulled out of both districts in recent years.

Maj. Mohammad Ayub Hassainkhail, deputy border police commander in eastern Afghanistan, denied the attack came from his side of the border.

"We have officers all along the border area and we haven't seen any movement of the insurgents across the border," said Hassainkhail.

Gen. Shams Ul-Rahman Zahid, the provincial police chief in Nuristan, said Pakistani Taliban fighters have operated in the province. But he claimed pressure from Afghan and NATO forces forced them to go back to Pakistan.

NATO did not immediately respond to requests for comment.

The Pakistani military said it has given Afghan and NATO forces intelligence about large pockets of militants in Kunar and Nuristan over the last year, but they have not taken sufficient action.

In the absence of NATO and Afghan army forces along the border, "the terrorists are using these areas as safe havens and have mounted repeated attacks against ... security forces posts and isolated villages," the military said in a written statement.

Pakistan complained earlier this summer that militants coming from Afghanistan killed at least 55 members of the security forces and tribal police in a spate of attacks, and demanded that U.S. and Afghan forces do more to stem the flow of fighters.

A senior Western intelligence official expressed doubt at the time about Pakistan's figures and whether all the attacks came from bases in Afghanistan. The official spoke on condition of anonymity in order to discuss intelligence matters.

Amid the border conflict earlier this summer, the Afghan government complained that Pakistan fired more than 750 rockets into eastern Afghanistan that killed at least 40 people.

The Pakistan army denied it intentionally fired rockets into Afghanistan, but acknowledged that several rounds fired at militants conducting cross-border attacks may have landed over the border.

Kabul and Washington have long accused Pakistan of not doing enough to stop Afghan Taliban militants from using its territory to launch cross-border attacks against troops in Afghanistan.

The Pakistani military claims its forces are already stretched too thin by operations against the Pakistani Taliban, who have declared war against the state. The Afghan Taliban and their allies have largely confined their fight to Afghanistan and are seen as less of a threat by Pakistan. Pakistan also has historical ties to the Afghan Taliban, and many analysts believe the government sees them as key allies once foreign troops withdraw from Afghanistan.

Elsewhere in northwest Pakistan on Saturday, gunmen kidnapped and killed a retired army colonel in the city of Kohat, and a police officer died trying to rescue him, said police official Umer Hayat.

Here's a monkey you've never seen before ...

A possible new species of monkey has been discovered during an expedition in an unexplored part of the Amazon in mid-western Brazil.

A specimen, which scientists know is a type of Callicebus, or titi, monkey has been turned over to experts at the Em?lio Goeldi Museum in the Brazilian state of Para, where it will be studied and formally described.

"This primate has features on its head and tail that have never been observed before in other titi monkey species found in the same area," said Julio Dalpone, the biologist who discovered the monkey during the World Wide Fund for Nature-backed expedition.

The expedition found the monkey between the Guariba River and the Roosevelt River in the northwestern part of the Brazilian state of Mato Grosso.

The 20-day expedition undertaken in December of 2010 explored four protected areas of the Guariba-Roosevelt Extractive Reserve, the Tucuma State Park and the Roosevelt River and Madeirinha River. It was intended to gather information to improve the management of these areas.

The team found 48 species of mammals, including armadillos, anteaters, deer and monkeys, as well as 313 species of birds, including some that had only previously been seen in other South American countries. Their survey of fish turned up possible new species, including a catfish, a small, brightly colored tetra, and very small fish known locally as "piaus."

They also found threatened species, including a giant anteater, giant armadillo, giant otter, jaguar and ocelot.

The area explored faces a litany of environmental and social problems, including illegal logging and fishing, pollution, the expansion of agriculture, violent conflicts over land, a lack of health or education services and electricity, plus a lack of oversight by state and federal authorities, according to the WWF.

Earthquake shows difficulty of evacuation from DC (AP)

WASHINGTON ? The nation's capital has prepared for emergencies with sleek communication systems, intelligence fusion centers and chemical detection centers at train stations.

A strong evacuation plan is seen as especially critical for Washington, the seat of federal government and a city perpetually on guard against terrorist attacks. The president and vice president and their families enjoy Secret Service protection, and Congress has security procedures to evacuate its members. Others would have to rely on the city and its surrounding Maryland and Virginia suburbs.

A federal government report from about five years ago criticized the Washington region's emergency response plan as "not sufficient" for a catastrophic incident. The most recent response plan posted on the city's emergency management agency website, dated 2008, does describe some plans for evacuations but also suggests that it may be preferable for people to seek shelter where they are instead of trying to scramble home.

"Human beings have a propensity to take flight rather than just to stay where they are, which is a prudent decision in a lot of situations," D.C. Mayor Vincent Gray said Wednesday.

On Tuesday, some traffic lights malfunctioned and several streets closed as work crews surveyed reports of damage. Drivers honked and trudged their way through the gridlock.

The experience was reminiscent, if not nearly as tortuous, as a January snowstorm that stranded some motorists for 12 hours or more. And as Hurricane Irene snakes up the East Coast in the coming days, the slow going also raises questions about Washington's capability to carry out a swift and efficient evacuation in the event of a full-blown disaster.

Lauren Fogg, 23, got out of work early but decided to stay to wait out the commute. She called the reaction to the earthquake "pandemonium."

"D.C., despite being super prepared, isn't," Fogg said Tuesday evening while walking with a friend on Pennsylvania Avenue.

No mandatory evacuation order followed the earthquake, which isn't surprising given the sporadic and relatively minor damage the region sustained.

Very few circumstances would trigger a mandatory exodus of the entire city, said David Robertson, executive director of the Metropolitan Washington Council of Governments, an organization of Washington-area local governments.

Nonetheless, many office buildings, government agencies and other businesses emptied on their own, setting off an early rush hour.

D.C. officials say gridlock is unavoidable when workers choose to leave en masse, and infrastructure improvements alone ? such as building more bridges ? aren't a permanent fix.

Most of the 19 primary evacuation routes are jammed in rush hour even on an ordinary day. And in a city of not quite 70 square miles, the weekday population triples from 600,000 to 1.8 million because of workers ? an influx that strains the transportation infrastructure.

"Our population goes up 1.2 million every day, so technically, we evacuate every day," said D.C. Homeland Security Director Millicent West. "The transportation system is fragile on a good day, but we are able to move people out in an orderly fashion."

Officials say they compensated Tuesday by dispatching extra police officers to work traffic control and by activating rush hour train service about three hours ahead of schedule. Traffic lights on key outbound thoroughfares stayed green for far longer than usual. Carpool lane restrictions were lifted on highways in northern Virginia.

Officials also say the government alone is not responsible for a smooth evacuation. They say commuters should know their own alternate routes home ? a link on the D.C. government website allows users to type in their address and identify the quickest path out. And they say employers should be responsible for staggering departure times.

The mayor and West, the D.C. homeland security director, said better regional cooperation and more consistent public outreach would increase the possibility of a smooth evacuation.

The Metro Transit system, which handles about three quarters of a million daily rail trips in the Washington area, activated additional trains and every available operator to accommodate a rush hour that began about three hours ahead of schedule, said Metro spokesman Dan Stessel. Commuters packed downtown rail stations and trains themselves were restricted to 15 mph so the operators would have sufficient time to brake if they encountered a problem because of quake damage.

Thorp said he was concerned about how the city would cope in the event of an actual disaster, but that mass crowds are a simple fact of life in D.C. He also questioned whether transportation headaches experienced in D.C. were really unique to the city.

"Whether it's walking or driving, taking public transit, whether it's the bus or the subway, I doubt any of them could handle all of the population trying to get home in the event of an emergency," Thorp said.

Libya rebels take control of Gadhafi compound

Rebel forces gained "full control" over Moammar Gadhafi's fortified Bab al-Aziziya compound in Libya's capital Tuesday, NBC News reported.

The compound, which was heavily damaged by NATO airstrikes, had emerged as one of the last centers of government resistance.

Kirsan Ilyumzhinov, Russian head of the World Chess Federation, said he spoke Tuesday with Gadhafi, who remains in Tripoli and "wants to defend his country."

His surprise appearance underlined the potential for Gadhafi to strike back even as his grip on power seemed to be slipping fast.

Kirsan Ilyumzhinov, the Russian head of the World Chess Federation, said he spoke by telephone with Gadhafi and the Libyan leader remains in Tripoli.

Ilyumzhinov, who has visited Libya during the NATO bombing campaign and met Gadhafi, said the leader's eldest son Mohammad had called him by telephone on Tuesday afternoon.

"He gave the phone to his father, who said that he is in Tripoli, he is alive and healthy and is prepared to fight to the end," Ilyumzhinov told Reuters by telephone.

Gadhafi's former right-hand man Abdel-Salam Jalloud told Al-Jazeera television that he thought the Libyan leader was moving around the outskirts of Tripoli, taking shelter at private homes, small hotels and mosques. Jalloud defected this month.

Mahmoud Shammam, a Doha-base spokesman for the rebels' interim council, was more cautious.

"We don't know who is inside Bab al-Aziziya. We believe that there is someone there and that he is leading a fierce battle. It is a symbol. This is the final castle of Gadhafi," he said.

Street battles between pro-Gadhafi troops and rebels also broke out elsewhere in the city. Thick clouds of gray and white smoke filled the Tripoli sky as heavy gunfire and explosions shook several districts of the city of 2 million people.

NATO warned the situation in Tripoli remains very dangerous and promised the alliance will continue bombing forces loyal to the 69-year-old Libyan leader if they keep fighting.

"Snipers, shelling, missiles could do much damage, but they can't change the course of history or the outcome of this campaign," spokesman Col. Roland Lavoie told reporters at a news conference in Naples, Italy. He said NATO had to stay vigilant because of fluidity of the situation on the ground.

"Most notably, Tripoli is still the site of numerous clashes between pro- and anti-Gadhafi forces, and the tension is far from being over. The situation in Tripoli is indeed very, very dynamic and complex, even today, and we are closely monitoring developments hour after hour," he said.

NATO officials in Brussels said the alliance's warplanes were flying over Tripoli on Tuesday, but that there have been no bombing runs.

President Barack Obama said on Monday the situation in Libya reached a tipping point in recent days after a five month NATO-led bombing campaign. However, he acknowledged that the situation remained fluid and that elements of the regime remained a threat.

Saying the conflict was not over yet, Obama cautioned rebels against exacting revenge for Gadhafi's brutal rule. "True justice will not come from reprisals and violence," he said.

Scud fired
Gadhafi's forces fired off a short-range Scud missile Monday near Sirte, said U.S. military officials told The Associated Press, who spoke on condition of anonymity to discuss military operations. It was unclear where the missile landed or if anyone was hurt.

It was only the second Scud missile fired during this year's conflict. On Aug. 15, Libyan government forces launched one near Sirte that landed in the desert outside Brega, injuring no one.

Outside of Tripoli, almost all of eastern and western Libya is now under rebel control. The east of the country from the Egyptian border to Benghazi fell into rebel hands at the beginning of the uprising. In the weeks leading up to Sunday's lightning advance on Tripoli, the rebels consolidated control of the western Nafusa mountain range near the border with Tunisia. It was from there they staged the run on the capital. Most of the rest of the country was quickly falling into their hands.

On Saturday rebels said they gained control of the oil refineries and airport at the oil terminal of Brega, on the road heading out of Benghazi west toward Tripoli.

The rebels' startling breakthrough on Sunday, after a long deadlock in Libya's 6-month-old civil war, was the culmination of a closely coordinated plan by rebels, NATO and anti-Gadhafi residents inside Tripoli, rebel leaders said. Rebel fighters from the west swept over 20 miles in a matter of hours, taking town after town and overwhelming a major military base as residents poured out to cheer them. At the same time, Tripoli residents secretly armed by rebels rose up.

Libyan state television was off the air Monday amid reports it had been seized by rebels.

The first signs emerged of moves to begin restoring oil production that has been the foundation of the economy and a source of hope for Libya's 6 million, mostly poor, people. Staff from Italy's Eni arrived to look into restarting facilities, Foreign Minister Franco Frattini said on Tuesday.

Italy, Libya's nearest European neighbor and the colonial power until World War Two, is a big customer for Libyan energy. But it will face stiff competition from others seeking a share of Libya's wealth ? a competition some fear could test the ability of untried rebel leaders to hold the country together.

U.S. intelligence officials told NBC News they believed they could learn a great deal about the country's terrorist activities from a "treasure trove" of material in the Libyan intelligence archives ? not only the Lockerbie bombing, but also its support for the Irish Republican Army, Palestinian groups and terrorists like Ilich Ramirez Sanchez, the notorious Carlos the Jackal.

So far, the U.S. has spent nearly $890 million on its part of the NATO air campaign, a senior defense official told NBC News. If operations continue at the same pace until the mandate expires at the end of September, the cost to the U.S. will be more than $1 billion.
